The Associated Press has projected Biden will receive at least 264 Electoral College votes, and he needs 270 Electoral College votes to become the next president of the United States.

The race has not been called as of Friday evening.

The Joe Biden/Kamala Harris ticket leads in three states — Pennsylvania, Georgia, and Nevada — each of which would give him the 270 Electoral College votes needed to clinch the presidency.

He began speaking about 10:50 p.m. ET.

U.S. Senator Kamala Harris, who is on the ticket with Joe Biden as vice president, was expected to speak as well.

Harris was expected to speak before Biden, an aide confirmed. Although it’s not customary for the vice presidential candidate to speak at an address of this sort, Harris would be the first woman and first African American and South Asian-American vice president in history.

Joe Biden is set to address the nation tonight as the vote count in the presidential election drags on.

Biden’s campaign announced the address but did not detail what the former Democratic vice president plans to say.

The presidential race between Biden and incumbent President Donald Trump has not been called as of yet as votes in key states such as Georgia and Pennsylvania are still be tallied. Trump, who is behind in the current electoral college county, has vowed to fight the results.

Major network and cable stations are expected to carry the speech. You can also see options via FuboTV.

Biden currently has 264 electoral vote, six short of the 270 needed to win the White House. The president has 214 electoral votes. Vote counting continues in Arizona, Georgia, Nevada, North Carolina and Pennsylvania.

It is unclear if Biden will declare victory in the race. The New York Post reported he will address the nation from a stage near his Wilmington, Delaware home. Fox reported the address would be at 8 p.m. ET (7 p.m. CT) but the campaign did not confirmed that time and it came and went without the speech starting. Others report only that the speech will be delivered “in prime time.”

CNN is now reporting Biden will likely speak tonight even if the race has not been called. Citing media sources, the New York Post is reporting Biden won’t claim victory unless the race is called by 10 p.m. ET tonight. If that happens, Biden and running mate Sen. Kamala Harris will speak by 11:30 p.m. ET. If a winner is not declared by 10 p.m., Biden will appear alone around 11 p.m. ET.

At 10:30 p.m. ET, CNN reported Biden had arrived at the speech location.

This is a rapidly changing situation; the time of the speech will be updated as soon as it is confirmed.

Biden is now speaking from Delaware.

“My fellow Americans, we don’t have a final declaration of victory yet, but the numbers tell us it’s clear. Tell us a clear and convincing story. We are going to win this race,” Biden said.

He was joined by running mate Sen. Kamala Harris. Harris did not speak at the event.

Biden pledged to “work as hard for those who voted against me as for those who voted for me.”

Campaign officials told media Friday that Biden would speak to the nation in primetime tonight.

Rapper King Von and another man were fatally shot after gunfire erupted outside an Atlanta hookah bar early Friday, authorities said.

Two Atlanta police officers, one of whom was off-duty and working at the hookah bar, confronted the shooters and more gunfire followed, police said.

Atlanta police said they do not believe King Von, whose real name is Dayvon Bennett, was killed by police, but was shot in the initial gunfire between the two groups.

“At this time, our investigators believe Mr. Bennett was shot during the initial shootout between the two groups of males, prior to police responding and attempting to stop the shooting,” police said in a statement. He was taken to a hospital by private vehicle and was not among the victims found at the scene, police said.

The shooting erupted around 3:20 a.m. outside the Monaco Hookah Lounge, when two groups started to argue, according to officials. “The argument quickly escalated to gunfire,” police said in a statement.

Six people in all were shot, including one who was said to be in “extremely critical condition.” Three others were being treated at area hospitals and described as stable.

Two suspects who were detained are expected to be charged, police said. Authorities had previously said that three people had been killed, but that was later revised.

The Georgia Bureau of Investigation said that officers fired shots at two locations. The agency said that the six people who were shot were men. The officers were not injured. The GBI is conducting an independent investigation into the police shooting.

Atlanta police said that part of the investigation will be to determine which of the victims were shot by what they described as the suspects, and whether anyone was shot by the officers.

King Von, a native of Chicago, has been described as an up-and-coming rapper. Last week, he released the album “Welcome To O’Block.” His representatives said in a statement that he “emerged from difficult circumstances to become one music’s most promising stars,” Billboard reported.

“The 26-year-old artist left us just as the world was beginning to grasp the depths of his talents,” the representatives said.

NBA star LeBron James tweeted condolences on Friday, noting the impact King Von’s music had on him and his sons.

Four other people were wounded by gunfire, according to the Georgia Bureau of Investigation, which was investigating the shooting because police officers ended up firing their weapons.

An off-duty Atlanta police officer who was working at the Monaco Hookah Lounge and an officer who was patrolling nearby confronted the gunmen and shots were fired during that encounter, police said.
“At this time, our investigators believe (King Von) was shot during the initial shootout between the two groups of males, prior to police responding and attempting to stop the shooting. Additionally, (King Von) was not located at the scene, but arrived at a hospital shortly after the shooting, via private vehicle,” a statement from Atlanta police said.
The GBI said earlier that three people had died, but an Atlanta police spokesman said only two people died — King Von and another man.
Police said they found three suspects with gunshot wounds who were taken by ambulances to the hospital. Three other people went to the hospital in private vehicles, police said.
Four people are being treated in area hospitals, authorities said. One is in extremely critical and the others are stable, police said.
Police said they detained two people near the lounge who could face charges.
No officers were injured in the incident, according to GBI and police.
King Von, whose legal name is Dayvon Bennett, had charted twice on Billboard’s Top R&B/Hip-Hop Albums with “Grandson, Vol. 1” (a mixtape that went to №37) and “Levon James” (a mixtape that peaked at №36). Last week he released the album “Welcome To O’Block.”
“The 26-year-old artist left us just as the world was beginning to grasp the depths of his talents,” King Von’s publicist Erin Ryan said in a statement. “He was a devoted father, a deeply loyal friend, and a man who took care of his people before himself. We are heartbroken for his family, his friends, his team, and his fans.”
Basketball star LeBron James lamented the death of King Von, who grew up in Chicago and reunited in Atlanta with friend Lil Durk.
“Damn Rest Easy Von! Bronny, Bryce and I rocked with his music and story telling! The kid had a damn good future ahead of him. My prayers and blessings to his family. #LeVonJames #KingVon,” the Lakers star tweeted

The GBI is investigating the officers’ involvement in the shooting and Atlanta police homicide detectives are looking into the killings.
According to police, part of the two investigations will be determining which individuals were struck by gunfire from the suspects and whether any were struck by bullets from the officers.

The emerging Chicago rapper King Von was one of three people shot and killed in Atlanta early Friday morning, the Atlanta Police Department said, during an altercation that involved both on- and off-duty police officers who were attempting to break up a fight.

King Von, born Dayvon Bennett, 26, was among two groups of men who began arguing outside of the Monaco Hookah Lounge, near downtown, around 3:20 a.m., leading to gunfire, the authorities said in a statement on Friday. Two off-duty Atlanta police officers were working security at the establishment, and an on-duty officer was patrolling nearby, they said. Two of the officers confronted the shooters, leading to additional shots fired.

The police said that three people were discovered at the scene with gunshot wounds and transported to the hospital, while three others, including King Von, left the scene and were taken to the hospital by private vehicles. No officers were injured in the shooting, the police said.

At this time, our investigators believe Mr. Bennett was shot during the initial shootout between the two groups of males, prior to police responding and attempting to stop the shooting,” the Atlanta police said, adding that the Georgia Bureau of Investigation was called in to investigate the officers’ conduct. “Part of the investigations will include determining which individuals were struck by gunfire from the suspects and whether any were struck by gunfire from the officers.”

King Von was a Chicago native, hailing from Parkway Gardens, the low-income apartments located in the area known as O’Block on the city’s South Side. Last week, he released his third album, “Welcome to O’Block,” to success on streaming services. He was enmeshed in Chicago’s drill scene, alongside artists like Chief Keef and Lil Durk, who signed King Von to his record label, Only the Family Entertainment, where he developed a reputation for vivid, street-level storytelling.

After spending his teenage years in and out of prison in Chicago, King Von had moved to Atlanta to focus on his music career. “I like the people more in Chicago, but it’s just smarter to live at where I am now,” he said in an interview this summer.

A year earlier, King Von had been arrested in Atlanta, along with Lil Durk, and charged with attempted murder, among other felonies, for what prosecutors said was their role in a robbery outside of the local fast-food restaurant the Varsity. Both men were later released on bond, and the case remained open.

On Friday, the rapper was mourned on social media by artists including Chance the Rapper, Lil Yachty and YG.
